1. Operator information
The Concillio platform is operated by KeyTicket Solutions S.R.L., CUI RO 28376316, registration no. J05/779/2011, headquartered in Oradea, Romania (hereinafter referred to as "Concillio", "we" or "the operator").

2. Acceptance of terms
By using the Concillio platform, you confirm that you have read, understood and accepted these Terms and Conditions. If you do not agree with any of the provisions below, please do not use the platform.
These terms constitute a binding agreement between you (the "user") and KeyTicket Solutions S.R.L.
3. Service description
Concillio is an AI-powered legal intelligence platform that provides:
- AI Legal Information - answers to general legal questions, based on current Romanian legislation, with mandatory citations from verified sources
- Guided Legal Workflows - step-by-step procedures for common legal situations (enforcement, dismissal, consumer protection, contracts, administrative law, family law, real estate law)
- Document Analysis - identification of risk clauses, obligations and deadlines in contracts and other legal documents uploaded by the user
- Document Generation - drafts of appeals, notifications, requests and standard contracts based on validated templates
- Legal Research - search across legislation, case law and Constitutional Court decisions (for professional users)
The service is currently available in early access phase and may undergo significant changes without prior notice.
4. Service limitations - what Concillio is NOT
Concillio does not provide legal advice within the meaning of Legea nr. 51/1995. Specifically, Concillio does not:
- Provide individualized or personalized legal advice
- Guarantee the accuracy or completeness of the information provided
- Represent users before courts or authorities
- Constitute an alternative to an authorized lawyer for complex or high-stakes situations
- Replace personal verification of legislation with a legal professional
- Create an attorney-client relationship through the use of the platform
All platform responses include a disclaimer indicating the informational nature of the content. This disclaimer cannot be disabled.
5. Eligibility
The platform is intended for individuals aged 18 or older and legally constituted legal entities. By using the platform, you confirm that you have the necessary legal capacity and, in the case of legal entities, that you act as an authorized representative of your organization.
6. Account and security
Users are responsible for:
- Maintaining the confidentiality of access credentials
- All activities carried out under their account
- Immediate notification of any unauthorized use of the account
Authentication is performed through Microsoft Entra ID, with support for multi-factor authentication (MFA) and social authentication (Google, Apple).
7. User responsibility
The user is solely responsible for:
- Decisions made based on information provided by the platform
- Verifying information with a legal specialist before taking action
- The accuracy of data entered into the platform
- The content of uploaded documents
- Using the platform in accordance with the law and good morals
8. Acceptable use
The following uses of the platform are prohibited:
- Illegal activities or encouraging illegal activities
- Unauthorized access to systems or data of other users
- Transmission of malicious content, viruses or harmful code
- Intentional overloading of infrastructure
- Redistribution or resale of generated content without prior written consent
- Attempting to circumvent security mechanisms or usage limitations
- Automated use (scraping, bots) without prior written consent
9. Intellectual property
The Concillio platform, including source code, design, logos, branding and original content, is the exclusive property of KeyTicket Solutions S.R.L. All rights reserved.
Cited legislative texts come from public sources and remain the property of the Romanian state. Case law citations come from public databases (ReJust, portal.just.ro, ccr.ro, iccj.ro).
Data entered by the user (conversations, uploaded documents, workflow responses) remains the property of the user. Concillio does not claim intellectual property rights over user-generated content.
Reproduction, distribution or commercial use of Concillio content without prior written consent is not permitted.
10. Payments and billing
Payments for Concillio services are processed through KeyID, a payment platform operated by KeyTicket Solutions S.R.L.
- Prices are displayed in Romanian lei (RON), VAT included where applicable
- Subscriptions are automatically renewed at the end of the contracted period
- Subscription cancellation can be made at any time, effective at the end of the current paid period
- Refunds are granted in accordance with applicable legislation on distance contracts (OUG 34/2014)
11. Limitation of liability
To the extent permitted by law, KeyTicket Solutions S.R.L. shall not be liable for any direct, indirect, incidental or consequential damages resulting from:
- Use or inability to use the platform
- Decisions made based on information provided by the platform
- Errors, inaccuracies or omissions in AI-generated content
- Service interruption or unavailability
- Loss or corruption of data
- Actions of third parties affecting the service
The total liability of KeyTicket Solutions S.R.L. is limited to the amounts paid by the user in the 12 months preceding the event that caused the damage.
12. Service availability
We make efforts to maintain high platform availability. However, temporary periods of unavailability may occur due to:
- Scheduled maintenance operations (notified in advance when possible)
- Platform updates
- Force majeure or situations beyond our control
13. Suspension and termination
- Users may request account deletion at any time by emailing legal@keyticket.eu
- Concillio may suspend or close accounts that violate these terms, with 30 days prior notice, except for serious violations that justify immediate action
- Upon account deletion, personal data will be deleted in accordance with the Privacy Policy
14. Privacy
The processing of personal data is described in the Privacy Policy.
15. Modification of terms
We reserve the right to modify these terms. Significant changes will be communicated by email or platform notification at least 30 days before they take effect. Continued use of the platform after this period constitutes acceptance of the changes.
16. Governing law and jurisdiction
These terms are governed by the laws of Romania. The parties shall attempt amicable resolution of any disputes within 30 days. In case of failure, disputes shall be resolved by the competent courts of Oradea, Romania.
